THE STBERNARD CONSORTIUM

This multidisciplinary consortium led by the dynamic technological spin-off SME CF is composed of 20 partners from 10 EU member states and gathers three universities with two of their hospitals, four first-class Research Centres, other 4 SME, a multinational in the field of nuclear instruments, a port operator, the ministries of interior of Finland, Spain and Greece, the International Railway Association and a cluster of first responders.

CF - COUNTERFOG S.L.

Counterfog® was founded as a spin-off company of an FP7 Project “Counterfog” -Awarded as best R&D Project in 2022 by the DG Home of the European Commission-. It markets and developes a unique set of technologies to counteract aerosols and CBRN toxic clouds,  including a broad diversity of airborne microparticles (viruses, bacteria, spores, fungi, toxic clouds, aerosols, chemical substances…) in a fast, effective and reliable way. The company has a porfolio of products for decontamination, detection and protection. Its multidisciplinary team of engineers and scientists has a long expertise in R&D and highly complex technological solutions.

NUI - NATIONAL UNIVERSITY OF IRELAND

The University of Galway is an academic and research institution located on the Atlantic seaboard of Ireland. With an associated teaching hospital, the College of Medicine here has a wide array of interests including in the fields of pathogen mitigation, aerosols, emergency and critical care and defence. Galway is also the hub of an array of pharma and device companies that exist in synergy with the university. As part of the ST.BERNARD project we will be developing sensors and fogging based decontamination solutions in a variety of medical settings, with particular interest in pandemic preparedness and destruction of bacteria and viruses of health relevance in our clinical spaces.

SERMAS - SERVICIO MADRILEÑO DE SALUD

SERMAS is the administrative and management structure that integrates every public hospital and other public health services of the Madrid Regional Health System. It is the legal representative of Hospital Universitario Ramón y Cajal (HURYC), one of the first ranking Hospital in Spain, which concentrate its research activity in the IRYCIS (Ramón y Cajal Institute for Health Research). It holds 45 groups generating in 2023: 1,284 JCR publications, 118 clinical trials, 1,615 ID projects, 118 innovation projects and 29 patent families

AIT - AUSTRIAN INSTITUTE OF TECHNOLOGY

Austrian Institute of Technology is Austria’s largest research and technology organisation. Among the European research institutes, AIT is a specialist in the key infrastructure issues of the future. The AIT Austrian Institute of Technology takes a leading position in the Austrian innovation system and a key role in Europe as the RTO focusing on the key infrastructure topics of the future.
AIT provides research and technological development to realize basic innovations for the next generation of infrastructure related technologies in the fields of Energy, Transport Technologies, Health & Bioresources, Digital Safety & Security, Vision, Automation & Control and Technology Experience. These technological research areas are supplemented by the competence in the area of Innovation Systems & Policy.
As a national and international network node at the interface of science and industry AIT enables innovation through its scientific-technological expertise, market experience, tight customer relationships and high quality research infrastructure.”

UAH - UNIVERSIDAD DE ALCALÁ

The University of Alcalá was funded in 1498 by Cardinal Cisneros as the model for humanistics univerities and was highlighted by Erasmus of Rotterdam as best example of a Reinaissance University. Currently it included faculties of humanties, Health, Bussines and Engineering. 

MIRION - MIRION TECHNOLOGIES

Mirion is the leading manufacturer of radiological and nuclear detection and measurement. Mirion share its expertise radiological and nuclear related emergency situations: history, procedures, skills and equipment to safely manage these events and to decontaminate goods, places and even rescue dogs. In this project Mirion also designs a lightweight and sensitive dose rate measurement sensor for the Atex drone to be used in emergency situations in hazardous and explosive environments.

CSIC - CONSEJO SUPERIOR DE INVESTIGACIONES CIENTÍFICAS

CSIC, the Spanish National Research Council, is the largest public institution dedicated to research in Spain. Concretely, the Centro de Biología Molecular Severo Ochoa was born in 1975, it is a joint centre between CSIC and the Autonomous University of Madrid (UAM). It is an experimental research center in Cell Biology, Developmental Biology, Virology, Molecular Microbiology, Neurobiology, Cell Signaling, and Immunology.

SAFE CL - SAFE CLUSTER

SAFE is an innovation cluster network of 500+ members, including large companies, SMEs, start-ups, research organisations, and public institutions that enhance cooperation, innovation, and market uptake of innovation, in the areas of aerospace, defence and security. SAFE holds a strong experience in coordinating EU projects such as SecurIT (GA: 101005292], a cascade funding project that funds and supports the development of collaborative solutions (prototypes and experimentations) in security, and FIRE-IN project, a network of practitioners in civil protection. SAFE is seconding a National Contact Point Officer Horizon Europe Cluster 3 “Civil Protection for Society”. SAFE also chairs the Ensure Collaborative “EU safety and Security Collaboration Network” and is a member of the EDC “European Drones cooperation” and ENDR ‘European Network of Defence related Regions” networks.

Explosion protection is a task that every industry has to deal with.
Ex compliance engineering shall be the main lead for continuous compliance to design stage of assets, technology and the site itself including design, purchase, installation, operation, maintenance and repair.
Furthermore it shall be considered as a framework to other engineering disciplines like electrical, machinery, instrumentation, fire- and work protection, and many more.
Even in case of CBRN events the compliance and understanding of explosion protection is essential. No further explosions shall be the consequence of any action taken by responders.

ESDP - ESCUELA ESPAÑOLA DE SALVAMENTO Y DETECCIÓN CON PERROS

The Spanish School of Rescue and Detection with Dogs (ESDP) was founded in 1995 by professionals dedicate to research and rescue dogs. The ESDP was formally constituted as an association in 1999. Recognized as a Public Utility Organization, and Non-Governmental Organization for Development of the Spanish Agency for International Development Cooperation (AECID).

Its main areas of action are the development of initiatives of training, advice and promotion of search and detection dogs in their different specialties, in Spain, Europe or Internationally. Every year the ESDP provides training to more than 150 students belonging to the Police, Armed Forces, Civil Protection, Firefighters, and NGOs. 

SJT - SAN JORGE TECNOLÓGICAS SL

San Jorge Tecnológicas is a Hight-tech SME located in Madrid (ES) with an active, multidisciplinary and international team of engineers developing mechatronics, optoelectronics, sensors, special prototypes and AI powered devices for science, space and industry. Currently is actively participating as well in Melchior (www.melchior-project.eu) and He-Farm (www.hefarm.eu)

JOANNEUM - JOANNEUM RESEARCH (FORSCHUNGSGESELLSCHAFT MBH)

JOANNEUM RESEARCH, headquartered in Graz, is a successful national and internationally active research institution owned by the Austrian federal states of Styria, Carinthia and Burgenland. Ideally embedded in the national and international innovation network, our researchers innovate in three high-level fields of expertise: “Information and Production Technologies”, “Human Technologies and Medicine”, and “Society and Sustainability”. We use our ideas, innovative power and considerable research experience to support companies both private and public not only with the development of technology, methods and products, but also with societal topics.

WAT - WOJSKOWA AKADEMIA TECHNICZNA

The Institute of Optoelectronics at the Military University of Technology (WAT) in Warsaw, Poland is an interdisciplinary academic institute which mission is to support research and education in laser, optoelectronic and biophotonic technologies. IOE research activities fall into many areas including: defense, security, critical infrastructure protection, environmental protection/monitoring, metrology, medicine and many others. The strength of the IOE lays in its interdisciplinary teams including specialists in areas such as physics, electrical engineering, computer sciences, optics, optoelectronics, chemistry, biology, biochemistry, biotechnology, environmental protection, medicine etc. In the StBernard project we will be included in development of a new drone-operated detector for real time, reagentless recognition of bio-aerosol hazard in the air.

HPOL - HELLENIC POLICE - MINISTRY OF CITIZENS PROTECTION

Hellenic Police is a Law Enforcement Agency committed to ensuring peace, order, and the unhindered social development of citizens. Its mission includes general policing duties, traffic safety, crime prevention, and protecting the State and democratic form of government.

In an ever-changing world, the Hellenic Police have adapted by improving training, implementing modern crime prevention policies, harnessing the power of science and technology. Also, the Hellenic Police participates in research and development programs in order to improve the effectiveness of the exchange of opinions, knowledge and experience with other partners, but also in innovation of new technology, especially in the field of CBRN threats.

During a CBRN event, the Hellenic Police is engaged in the implementation of Generic and Special Action Plans, supporting relevant services and agencies to deal with its consequences.

FVP - FUNDACIÓN VALENCIA PORT

Fundación Valenciaport is an Applied Research, Innovation & Training centre providing services to the port and logistics cluster. This initiative of the Port Authority of Valencia has enjoyed the collaboration of notable businesses, universities and institutions from the port community. Since its establishment, it has developed projects in more than 60 countries, primarily Mediterranean nations, as well as from the rest of Europe, Asia and Latin America.

KEMEA - ΚΕΝΤΡΟ ΜΕΛΕΤΩΝ ΑΣΦΑΛΕΙΑΣ ΚΕΜΕΑ (CENTER FOR SECURITY STUDIES)

The Center for Security Studies (Kentro Meleton Asfaleias – KEMEA), founded in 2005, is a scientific, consulting and research organization overseen by the Minister of Citizen Protection, governed by common law and annually audited by chartered accountants. Its principal purpose is to conduct theoretical and applied research and studies, particularly at strategic level, on security topics and policies. Moreover, it is the think-tank of the Ministry of Citizen Protection on numerous policies such as public order, correctional services, terrorism prevention, crime prevention, integrated border management and civil protection as well as on various other security and societal issues. It also provides advisory and consulting risk-management services to an array of public and private organizations.

FIMOI - MINISTRY OF THE INTERIOR

The Ministry of the Interior of Finland is responsible for internal security and migration and forms part of the Government. The Ministry’s key tasks include law drafting as well as strategic planning and steering within its branch of government. The National Police Board, the Finnish Border Guard, the Finnish Immigration Service, the Emergency Response Centre Agency, the Emergency Services Academy Finland, the Crisis Management Centre Finland, and the Finnish Security and Intelligence Service operate under the Ministry of the Interior.

The Ministry of the Interior employs research and development staff and officials responsible for oversight of legality in the Ministry’s branch of government.

The Ministry’s vision is a safe and secure society in all situations.

IIC - INSTITUTE OF INORGANIC CHEMISTRY (CZECH ACADEMY OF SCIENCES)

The Institute of Inorganic Chemistry of the Czech Academy of Sciences (IIC) deals with basic and applied research in inorganic chemistry and related fields, e.g. material sciences. The institute’s research activities are currently focused on several key areas. It is mainly about research into photoactive inorganic molecules and materials, a broad field of borane compound chemistry, the search for new materials for a sustainable environment, material research in the field of cultural heritage and environmental geochemical analysis of sediments.
